A deadly struggle for survival unfolds between the Korean mafia and the yakuza in this high-action Japanese gangster film.
Kaiko City is plagued with poverty and crime. When a corrupt businessman decides to run for mayor and starts eliminating opponents from the rival mafia, Torada, a former police captain serving time for murder, is secretly released and put in charge of a special task force to arrest him. As Torada and his team, all selected from the violent crime investigation division, investigate the mafia, yakuza, financial conglomerates, prosecutors and other powerful organizations, they gradually uncover the true evil and the traitor behind the crimes, and a deadly struggle for survival unfolds.
